Customs and Border Protection cleared four agents of wrongdoing in use-of-force incidents, including one near Nogales, two in Texas and the fourth off the coast of California. Monday, CBP head R. Gil Kerlikowske announced that FBI veteran Mark Morgan would become the Chief of the Border Patrol. Morgan is the first head of U.S. Border Patrol to come from outside the agency in 92 years.
