Declaring victory, and ...

President Obama has announced that U.S. troops will leave Iraq by the end of the year.

"After nearly nine years, America's war in Iraq will be over," he said.

The war in Iraq has meant the death of more than 4,400 U.S. troops at a cost of more than $700 billion.
