In an address to the British Parliament last week, President Barack Obama rejected the idea that the United States and Britain are powers in decline, cast into shadow by the rise of China, Brazil and India.

The United States and Great Britain remain "the greatest catalyst for global action", he said. But not France. No. He didn't mention France.
