Steve, this is confusing. You’re not on the Pima County Board of Supervisors like Ally Miller is. You’re not on the obstructionist TUSD board like Adelita Grijalava.
You say you’ve worked “...for five years” and yet… this problem isn’t nearly that old, the migrants haven’t been in need of an immediate shelter for that long, and your “ward” office has zero power to do anything except instigate, for which—to give you the credit—you’re very good at doing.
What power do YOU as a non-member of any governing organization helping these migrants in an official capacity, and as a non-member of any governing organization providing potential housing, doing that is in any way useful or effective other than aggrandizing yourself?
Use complete sentences. Show your work. Don’t evade the question. You’re not going to be mayor or on the county council anytime soon so you have nothing to lose… right?
