Assistance available to first-time homebuyers

  • A map displaying the 19 targeted census tracts in Pima County with available assistance for homebuyers.

First-time homebuyers, veterans and others looking to purchase homes in Pima County may be eligible for $8,500 in down payment assistance and a 3.5 percent interest rate on a 30-year fixed-rate mortgage.

Homes in 19 targeted areas are eligible for the assistance.

Most of the census tracts included in the program are on the South Side, with other located near North First Avenue and West Prince Road.

The $8,500 in down payment assistance is available to households whose family income is 80 percent or less of the city's median income, depending on the size of the family. For example, $38,200 or less for a family of two or $47,700 or less  for a family of four.

To qualify for the down payment assistance, the homebuyer must have $1,000 to contribute. Cash assets cannot exceed $10,000.

Homebuyers still can take advantage of the 3.5 percent mortgage interest rate even if their income exceeds the down payment assistance limits, because of higher household income limits. For the 3.5 percent interest rate, the household income limits for a family of one to two people in Pima County is $71,520 to $72,960 in the target areas. For three or more family members, the limit is $83,440 in Pima County and $85,120 in the target areas.

The buyer also must complete HUD Certified Homebuyer Counseling at one of the agencies listed.

The low-interest Mortgage Revenue Bond program is available through the City of Tucson Industrial Development Authority and the Pima County Industrial Development Authority.
