Former Douglas cop indicted over $15k in missing cash

A former police sergeant in the border town of Douglas has been indicted on theft charges, accused of stealing nearly $15,000 in cash from the Douglas Police Department’s property and evidence section.

Theodore Kulkens, who was fired in September 2013 for unrelated reasons, is charged with a class three felony, authorities said.

In January 2015, Douglas police discovered that money that had been placed into an evidence safe was missing. Chief Kraig Fullen asked the Arizona Attorney General’s Office for assistance in investigating the case.

Investigators found that Kulkens allegedly stole money related to at least five different cases between 2007 and 2013, authorities said.
