In exchange for the incentive, the company must keep 400 full-time jobs in the area for a minimum of five years at an average salary of $37,000, or about $17/hr.

“Most of the jobs will be customer-service jobs,” Himmel said.

The customer service jobs will start in the $27,000-per-year range, which McMahon said is “in line” with what similar companies pay.

Huh? They’re going to average $37k a year by paying most of the people $27k a year? Either this is fuzzy math, or a handful of people are going to be paid WAY more than they’re really worth.
