Arizona animal activists seek law against tethering dogs in yards

The Humane Society of the United States brought two rescued dogs to the State Capitol on Wednesday to press its case for a law against tethering dogs to trees, posts and other objects. It says tethered dogs are often left exposed to the elements and without water.
