Census gives Arizona ninth House seat

Arizona's population growth over the past decade means the state will gain an extra seat in the U.S. House of Representatives, census data released Tuesday indicates.

Arizona was the second-fastest growing state, after Nevada.

The state grew by 24 percent from 2000 to 2009, bringing its population from 5.1 million to an estimated 6.4 million.

The numbers released by the Census Bureau show that Arizona's growth was mainly in Maricopa and Pinal counties, meaning the new congressional seat is likely to be to the north of Tucson.

Southern Arizona, which has two House seats, may lose even more of its clout to the Phoenix metro area.

The U.S. population grew 9.7 percent from 2000 to 2010, the Census Bureau said. The resident population of the United States on April 1, 2010, was 308,745,538.

Nevada had the greatest increase in population by percentage at 35 percent growth, but Texas will gain the most new seats with four. Arizona was the second-fastest growing state.

Nevada's relatively small population gives the state four House seats. California has the most, with 53. Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont and Wyoming have one seat each.

The most populous state was California (37,253,956); the least populous, Wyoming (563,626).

Regionally, the South and the West picked up the bulk of the population increase, 14,318,924 and 8,747,621, respectively. But the Northeast and the Midwest also grew: 1,722,862 and 2,534,225.

The westward shift in population means that eight districts in blue states that voted for President Obama will move to red, Republican-leaning states. Eight of the ten states losing seats voted blue in 2008.

That may increase Republican chances in the next presidential election, or blue state voters moving to southern and western red states may change the demographics in their new homes.

About 60 percent of the nation’s growth came from births, while 40 percent is the results of immigration, said Census director Robert Groves at Tuesday's announcement. The census did not track the immigration status of those it surveyed.

The 435 seats in the House are apportioned according to the census every 10 years. Arizona has an independent redistricting committee that draws the boundaries of congressional and legislative districts.

Each member of the House represents, on average, about 710,767 people, the Census Bureau said. The populations of the District of Columbia and Puerto Rico are excluded from the apportionment population, as they do not have voting seats in Congress.

Article I, Section 2 of the U.S. Constitution calls for a census of the nation's population every 10 years to apportion the House seats among the states. The 2010 Census is the 23rd census in our nation's history.

Arizona gained two seats after the 2000 reapportionment. Since 1940, 79 seats have shifted from the Northeast and Midwest to the South and West.

Beginning in February and wrapping up by March 31, 2011, the Census Bureau will release demographic data to the states on a rolling basis so state governments can start the redistricting process, the Bureau said.

The census came in well under budget, and will return $1.9 billion of its alotted $7.4 billion, said U.S. Commerce Secretary Gary Locke at the Tuesday press conference.

Population Change

Population change is the rate of change in population between decennial census years. While every census region grew considerably during the twentieth century, the South and West experienced the largest increases in population.
