Deputies: Teen with diminished mental capacity missing in Foothills

A 19-year-old man missing in the Foothills has the mental abilities of an 11-year-old, and may appear confused, a spokeswoman for the Pima County Sheriff's Department said.

Eli Solomon Rabago, who was visiting family near Skyline and Sunrise drives, was last seen at 7 a.m. Sunday, said Deputy Dawn Barkman in a press release.

Rabago, a resident of Phoenix, was reported missing from the home of his extended family in the 3800 block of East Marshall Gulch Place at 9:40 a.m., she said.

"According to family members, Mr. Rabago has a diminished mental capacity and functions at the ability of an eleven year-old. He is not familiar with the Tucson area," Barkman said.

He "may appear confused but has no history of violence," she said.

Rabago was last seen wearing blue jogging sweat pants, a red shirt, gray hoodie sweater and gray New Balance tennis shoes with pink shoe strings. He is likely to be carrying a red bag with personal items in it, she said.

Rabago is Hispanic, 5 feet 10 inches tall, and weighs about 145 pounds. He was black hair and brown eyes.

Anyone with knowledge of Rabago's whereabouts is asked to call 911.
