Documents: Miller instructed staff to use personal emails

Documents just disclosed show that Pima County Supervisor Ally Miller instructed staffers to use private emails and encrypted drives to avoid “prying eyes.” Those papers show a longstanding practice of handing files that may lead to a criminal probe against her for evading state public records laws.
